Executive Condominiums (ECs) are one of Singapore’s most attractive housing options — combining public housing affordability with private condo living.But many Singapore Permanent Residents (PRs) wonder: Can PRs buy an EC in Singapore?
Let’s break down the rules and eligibility clearly.
If you are a Singapore PR, you cannot buy a new Executive Condominium (EC) alone.According to HDB regulations, at least one applicant must be a Singapore Citizen (SC) to form an eligible family nucleus.
This means:
Single PRs are not eligible to buy a new EC.
PR-PR couples also cannot apply for a new EC together.
New ECs are part of the HDB-regulated housing framework, so only Singapore Citizen households can apply at launch.
There are still two main situations where PRs can buy an EC:
If you’re a PR married to a Singapore Citizen, you can jointly apply to buy a new EC under the Public Scheme. This is the only way PRs can buy a new EC directly from the developer.
You’ll enjoy the same benefits as other eligible families, including:
Eligibility for CPF Housing Grants (based on combined income)
Ownership under HDB’s EC eligibility rules
👉 Example: Amir (Singapore PR) and his wife Mei Ling (Singapore Citizen) apply for a new EC under the Public Scheme. They meet income and eligibility criteria — so they can buy a new EC. Main applicant must be Singapore Citizen.
Once an EC reaches its 5-year Minimum Occupation Period (MOP), it becomes available for Singapore Citizens and PRs to buy in the resale market.
At this stage:
PRs can buy the EC as private housing
No HDB eligibility checks are required
CPF can still be used for the purchase
No housing grants are available
After 10 years, the EC is fully privatised and can be sold to foreigners as well.
Eligible for EC grants when applying with a Singapore Citizen spouse under the Public Scheme. In that case, the CPF Family Grant may apply based on combined household income.
Scenario 1:
A PR couple (both PRs) wants to buy a new EC. ❌ Not eligible – at least one must be a Singapore Citizen.
Scenario 2:
A PR married to a Singapore Citizen.✅ Eligible for new EC under the Public Scheme.
Scenario 3:
A single PR aged 35 wants to buy an EC.✅ Can only buy resale EC after 5 years MOP.
So, can PR buy EC in Singapore?
No, if you’re a single PR or PR couple.
Yes, if you’re buying with a Singapore Citizen spouse, or buying a resale EC (≥5 years old).
