What is the CPF Housing Grant for EC buyers?

The CPF Housing Grant helps eligible first-timer families offset the cost of an Executive Condominium. The grant amount depends on household income.

Who needs to pay the Resale Levy when buying an EC?

You need to pay a Resale Levy if you previously bought a subsidized HDB flat or EC. It ensures fair allocation of housing subsidies between first- and second-time buyers.

When do I pay the Resale Levy?

If you buy a new EC, the Resale Levy is payable upon key collection (TOP), or deducted from the net proceeds upon the sale of the first subsidised flat.

Can I use CPF funds to pay the Resale Levy?

No, the Resale Levy must be paid in cash. It cannot be paid using CPF savings or housing grants.

CPF Housing Grant & Resale Levy

If you are a Singapore Citizen (SC) and you and the other core occupiers (and their spouses) in the application have not taken any housing subsidy before, you can apply for the CPF Housing Grant to buy the EC unit.

Citizen top-up grant

If your household comprises only one SC and one or more SPR(s) and is eligible for the CPF Housing Grant for Family at an amount that is $10,000 less than that of an SC/SC household, you may request to update the household status to an SC/SC household when:

(a) your SPR spouse originally listed in the EC application has obtained Singapore Citizenship;

(b) an SC child is born to you and your SPR spouse who is originally listed in the EC application; or

(c) the SPR parent/child originally listed in the EC application has obtained Singapore Citizenship.

If your household meets any of the conditions in (a) to (c) above:

(i) Before taking possession of the EC unit: you may request to update your household status to SC/SC household by approaching the Developer. Upon the update, an amount of $10,000 will be credited to the eligible buyer’s/occupier’s CPF OA.

(ii) After taking possession of the EC unit: you may apply for the Citizen Top-Up housing subsidy of $10,000 within 6 months of mee ting the condition to be a SC/SC household.

If you have sold the EC unit, you will not be eligible to apply for the Citizen Top-Up grant. Two single persons applying for an EC unit are not eligible for CPF Housing Grant, as they are not considered an eligible family nucleus.

Resale Levy

The resale levy payable is determined at the point you book your second subsidised flat. It applies regardless of ownership type (joint-tenancy or tenancy-in-common) or shared interest in the flat. Payment must be made using cash and/ or your flat sale proceeds, and not a housing loan.

If you have sold your first subsidised flat from 3 March 2006 onwards, you will pay a fixed amount resale levy as follows:

Subsidised flat sold before 3 March 2006

If the first subsidised flat was sold before 3 March 2006, a percentage graded resale levy will apply (see table for more details). It is subject to a minimum amount of $15,000 for 2-room, $30,000 for 3-room, $40,000 for 4-room, $45,000 for 5-room, and $50,000 for Executive flat sold.
